What's the best way to write JavaScript/Ruby applications on Windows Mobile device? -

i bought windows mobile device , since i'm developer want use development platform. yes, it's not supposed used it's me , laptop isn't. know cke editor code how can run javascript/ruby code without of headache?

i write web application, send code , results maybe there's better solutions?
