Should you design websites that require JavaScript in this day & age? -

it's fall of 2008, , still hear developers should not design site requires javascript.

i understand should develop sites degrade gracefully when js not present/on. @ point not include funcitonality can powered js?

i guess question comes down demographics. there numbers out there of how many folks browsing without js?
